As of July 1, 2026, the Ball State University Libraries acquired its second transformative agreement with Oxford University Press. This agreement grants Ball State University reading access to approximately 400 journals and covers article processing charges (APC) for publishing open access (OA) in approved Oxford hybrid OA journals.

Ball State University is part of the Midwest Collaborative for Library Services (MCLS) consortium, which brokers the Read & Publish agreement with Oxford University Press (OUP). This transformative agreement means that BSU faculty, staff, and students can:

  • Read trusted, high-quality, peer-reviewed research from OUP’s prestigious journals collection
  • Publish open access articles with no fee to pay
